Used of a building ‘to set up’, Ezra 2:68 , Ezra 3:3 , Ezra 9:9 ; Nehemiah 3:1 ; Nehemiah 3:3 ; Nehemiah 3:6 ; Nehemiah 3:13 ; Nehemiah 6:1 ; Nehemiah 7:1 ; of persons ‘to appoint’, ‘set over’, Ezra 3:9 , Nehemiah 4:13 ; Nehemiah 6:7 ; 1 Chronicles 6:31 ; 1 Chronicles 15:17 . from twenty years old and upward ] The limits of age for the Levite laid down in Numbers 8:24-25 excluded from service those younger than 25 and older than 50. The religious reorganization under David required the services of the Levite ‘from twenty years old and upward’; so 1 Chronicles 23:24 ; 1 Chronicles 23:27 . The small number of Levites available made it all the more important to lower the standard of age. A rare word used in Ezra and 1 Chronicles 23:4 . Elsewhere it occurs only as a participle in titles to Psalms and in Habakkuk 3:19 ‘for the Chief Musician.’ The Latin version ‘ut urgerent opus’ has suggested the rendering of the A.V. But the sense, suggested by the participial title ‘the Chief Musician, Conductor or Director’, is that of superintendence and direction.

The Hebrew word corresponding to this - סגנים segânı̂ym - occurs frequently, and is rendered "rulers" in every place except Isaiah 41:25, where it is rendered "princes:" Ezra 9:2; Nehemiah 2:16; Nehemiah 4:14 (7); Nehemiah 5:7, Nehemiah 5:17; Nehemiah 7:5; Jeremiah 51:23, Jeremiah 51:28, Jeremiah 51:57; Ezekiel 23:6, Ezekiel 23:12, Ezekiel 23:23, et al. The office was evidently one that was inferior to that of the "satrap," or governor of a whole province. And the captains - פחותא pachăvâtâ'. This word, wherever it occurs in Daniel, is rendered "captains," Daniel 3:2-3, Daniel 3:27; Daniel 6:7; wherever else it occurs it is rendered governor, Ezra 5:3, Ezra 5:6, Ezra 5:14; Ezra 6:6-7, Ezra 6:13. The Hebrew word corresponding to this (פחה pechâh) occurs frequently, and is also rendered indifferently, "governor" or "captain:" 1 Kings 10:15; 2 Chronicles 9:14; Ezra 8:36; 1 Kings 20:24; Jeremiah 51:23, Jeremiah 51:28, Jeremiah 51:57, et al. It refers to the governor of a province less than satrapy, and is applied to officers in the Assyrian empire, 2 Kings 18:24; Isaiah 36:9; in the Chaldean, Ezekiel 23:6, Ezekiel 23:23; Jeremiah 51:23; and in the Persian, Esther 8:9; Esther 9:3. The word "captains" does not now very accurately express the sense.

Verse 23. - None of the names in this or the following verse assists as yet in throwing any light upon the questions that arise in this fragment of genealogy. Lord A. C. Hervey would identify Hodaiah (ver. 24) with Abiud ( Matthew 1:13 ) and with Juda ( Luke 3:26 ), and quotes, for very just confirmation of the possibility so far as the mere names are concerned, Ezra 3:9 ; Nehemiah 11:9 ; compared with Ezra 2:40 ; 1 Chronicles 9:7 . His investigations on the comparison of the genealogies of this chapter with those of Matthew 1:9 and Luke 3:9 , are well worthy of attention, and may be found in his work above referred to, and in his articles of Smith's 'Bible Dictionary.' 1 Chronicles 3:23

Jahrb. v. p. 163, etc. - The copy of the letter begins with עבדּיך, thy servants, the men, etc. The Chethib עבדיך is the original form, shortened in the Keri into עבדּך. Both forms occur elsewhere; comp. Daniel 2:29; Daniel 3:12, and other passages. The וכענת, etc., here stands for the full enumeration of the writers already given in Ezra 4:9, and also for the customary form of salutation.
